During the release of LocalStack v4.14, we had a SNS failing test that blocked the release action.
This SNS test was running against LocalStack and was not validated against AWS. As we improved parity, the test started to fail as the
CreateApplicationPlatformoperation needs theAttributeparameter.This PR fixed the test.
Since I was at it, I also set Python 3.13 for the project and bumped it the workflows.
