Reimplements Bash completion using Completely.
Important
This will break the current completion setup for all users and a little cleanup will be needed (cf. https://github.com/itk-dev/devops_itkdev-docker/blob/feature/completely-completions/README.md#completions). However, using Completely makes it much easier to maintain our completions and the installation of completions will be much cleaner.
We should consider reimplementing
itkdev-docker-composewith/in Bashly.
