Add support for some 3.28 mods/uniques

Description of the problem being solved:

This pr basically combines multiple commits that could be their own tiny PRs:

• Add Screams of the desiccated
• Add The Sands of Time
  • Trigger will require activeSkill export
• Add Khatal's Geyser
  • The flask filtering logic will most likely be a seperate PR as it appears to be quite complicated to implement
• Add parsing for while at minimum X charges (Aul Bloodline)
• Add Arcane Surge also grants 15% increased Life Regeneration Rate to you (Runegraft of Resurgence)
• Move 3.27 uniques to dedicated .lua files
• Update modcache
