Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependency [pack-n-play](https://github.com/googleapis/google-cloud-node-core/tree/HEAD/dev-packages/pack-n-play). These dependencies need to be updated together.
