This PR adds a GitHub Actions workflow to automatically update pre-commit hooks on a weekly schedule. The workflow runs every Saturday at 02:28 UTC and creates a pull request with any updates to the .pre-commit-config.yaml file.
Changes:
- Adds automated weekly pre-commit hook updates via GitHub Actions workflow
- Configures OpenSSF Scorecard-compliant triggers (branch_protection_rule, schedule, workflow_dispatch)
- Uses peter-evans/create-pull-request action to automatically create PRs with updates
